Effective March 1, 2026, year 2 of TTD’s 5-year rate plan will be implemented. Customers will see average increases of approximately 3-5% depending on usage. The rates were approved by the TTD Commission in November 2024.

The Third Taxing District has been part of East Norwalk for over 100 years and are proud of our reputation for delivering reliable service, low rates and top-quality customer assistance to our residential and business customers. TTD also gives back to the community by supporting key local landmarks and funding popular concerts at Calf Pasture Beach.
In addition to supporting the East Norwalk Improvement Association Library, we maintain the district’s parks, historical cemetery, East Norwalk Firehouse, and host the annual tree lighting at Roger Ludlow Triangle. Each year, our food and toy drive at the lighting helps to support local Norwalk families and children.
